Médecins Sans Frontières MSF Lebanon Branch Office is currently recruiting SAFEGUARDING COORDINATOR as International Mobile Staff. (on-site – Sierra Leone )
Médecins Sans Frontières (MSF) / أطباء بلا حدود is an international, independent, medical humanitarian organization that delivers emergency aid to people in more than 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. - What are MSF Activities :
- We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centres, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.
- What International Mobile Staff Means:
- Being part of MSF International Mobile Staff Pool means that you will go to work on projects in any of the countries where MSF works. Each project you go to will require a certain period of commitment (6 to 12 months). It also means that you are flexible, committed, and made your personal choice to be part of projects that may be located in the most remote places in the world, often in a tough environment or circumstances with limited resources and amenities.
SafeGuarding Coordinator :
SPECIFIC DIRECTIONS ASSIGNED TO THE POSITION :
This position is new to MSF and is being created with the aim of ensuring adequate support to prevention of abuse and inappropriate behaviour in Sierra Leone Program and to ensure proper implementation of safeguard-ing framework
within the Program.
1. Contextualization/adaptation and rollout of the Safeguarding framework in Sierra Leone: Under the responsibility of the Country Coordinator, and in coordination with each department, design the im-plementation
and follow-up of the behavior abuse prevention strategy, including:
a. Conducting safeguarding risk assessments through necessary discussions with all stakeholders in the country Program (being staff, partners, patients, communities) to identify potential safeguarding risks and necessary mitigating measures that could be put in place. A special attention to the recommendation done following past cases would also need to be taken into account.
b. Conducting context analysis, (updating it as necessary) related to barriers, fears and risks surrounding reporting abuse in the mission for staff, as well as for patients and community members.
c. Improving the efficiency of the complaint mechanisms for staff, based on staff feedback .
d. In the second phase, initiate and coordinate the establishment of community feedback and complaints mechanisms that are safe, confidential, appropriate, and accessible for patients,
their caretakers and community members, by engaging with senior staff, patients & caretakers, community members.
2. Advise on the adaptation and implementation of procedures and processes related to Safeguarding
a. Engage with the Human Resources Coordinator to ensure that the MSF Behavioural Commitments (BCs) and related policies at both project and coordination level are not only signed, but also explained and integrated into the contractual framework right from the time of recruitment.
b. Ensure that Safeguarding briefings, induction, onboarding, are provided to all staff (newly recruited lo-cally hired and international mobile staff for the whole mission) including partners when possible. c. Assess the level of implementation of the BCs and Safeguarding Framework.
3. Increase Awareness on Safeguarding :
a. Raise awareness of senior country and project coordination about their role in creating and maintain-ing a safe working and care environment for all staff, patients/caretakers, partners, and community members in line with MSF OCB Safeguarding framework and 6 safeguarding pillars.
b. Raise awareness about how to welcome a complainant in a sensitive and culturally appropriate man-ner, adapted to the context, for complaints about abuse, including where to refer complainants (com-plaint and adapted psycho-social and medical support mechanisms, and gender-based violence referral pathways should they exist when needed).
c. Design awareness raising material and activities at project level for all project staff, patients and com-munity members and targeted third parties, including Ministry of Health (MoH) staff, about abuse pre-vention, detection, and the existing complaint procedures and reporting lines.
d. Advise about prevention tools and complaints procedures developed by the Safeguarding Unit and their adaptation to the local context, which includes Tembo training, videos, leaflets, posters etc. e. Advise on and tailor training in order to maintain awareness and meet training needs about specif-ic abuse topics, e.g. sexual exploitation, abuse and harassment (SEAH), abuse prevention in an emergency setting, child safeguarding.
f. Design and (co)facilitate training of trainer (TOT) sessions on Safeguarding prevention and re-sponse for Safeguarding Focal Points and/or Officers at project level, if any. g. Define with Project coordinators and HR manager a sustainable adapted plan for each project to maintain refresher sessions and discussions on Safeguarding for all international mobile and local-ly hired staff at least once a year (it could be monthly workshops covering all staff in one year and repeating a cycle every year).
4. Internal and External collaboration:
a. Conduct regular visits to Kenema up to 70% there and 30% in Freetown
b. Participate in conferences, forums and working groups related to Behavior and/or Safeguarding
c. Liaise with Partner section and other OCs safeguarding representative if any.
5. PROJECT CONTEXT:
The Mission from from Cell 3 to Cell 2 August 2022 HRSET for Sierra Leone mission has been reviewed with Coordination positions moved from Kenema to Freetown.
EXPERIENCE:
- Essential, working experience of at least Three years in relevant and similar jobs.
- Desirable working experience with MSF or other NGOs, in developing countries.
- Experience as a people manager is a plus
LANGUAGES: English And French are essential : B2+ Spanish: is a Plus
Education : Desirable Degree in : Social Work, Psychology, Law, Human Rights, or Sociology
