As construction specialist, you define, manage and supervise the construction &/or rehabilitation work in order to support the medical activities.

Other construction professionals such as carpenters, masons, plumbers and welders may be required to cover the field needs considering the lack of this expertise in certain contexts during certain period of time mainly related with emergencies.

Finance Manager

Finance managers in MSF projects have an important role in supporting the medical staff, as well as ensuring that the activities keep running from a financial standpoint.

Role description

As finance manager your duties are varied. You work with accounting, reporting, financial planning and budget follow-up for the project. You often have people management responsibilities for locally hired staff, which includes training and coaching. You are responsible for reporting to local authorities and ensuring adherence to internal procedures as well as the national laws and regulations of the country.

Finance managers usually work in one of our projects in the country. With increasing experience, you may however also work as a part of the management team in a major city.

Human Resources Manager

Role description

You are responsible for the daily practical administrative tasks needed to carry out our work.

The human resource manager ensures that we follow our internal procedures as well as the national laws and regulations of the country. You may also be the point of contact with some local authorities and represent MSF in various situations.

Your tasks and responsibilities may differ depending on the type of project you are assigned to. In one project the focus might be on recruiting a large number of staff in a short time to meet changing demands within our programme. In a more stable setting on the other hand, the focus may be on capacity-building and professional development of locally hired staff.

Supply Chain Manager

Supply chain positions can be based at coordination level (capital of the country) to facilitate the flow of goods from Europe to the projects OR at project level to manage the distribution to the beneficiaries.

Supply chain managers analyse contexts of country in order to design, plan and put in place relevant supply chain and ensure as such operational optimization.

They focus on processes and understand and coordinate all the supply chain activities. They are also familiar with the relevant information systems technology (ERPs for instance).

Prerequisites

  • Postgraduate in in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or another related field

WATSAN Specialist

As a specialist in Environmental Health you support the medical team in identifying possible factors (practices, habits, sources, routes, etc.) related water, sanitation, hygiene and environment that affect human health.

You coordinate the Environmental Health activities in collaboration with the medical and logistical teams.

Field Communication Officer

As Field Communication Officer, you ensure the visibility and improve acceptance of the project in the context in which MSF is working.

Operations – Field Coordinator

As a Field Coordinator you ensure the implementation and evaluation of a project by focusing as much on the medical level as well as on the ability of MSF to take into account the situation in which victims of a humanitarian crisis are living.

Procurement manager

As Procurement Manager you define, coordinate and monitor all procurement activities related to local, regional and international purchases of goods for the mission according to MSF protocols, standards and procedures in order to ensure a transparent and efficient procurement and supplier performance

TASKS AND RESPONSIBILITIES

In collaboration with the line manager define and implement the mission’s yearly procurement strategy and within the procurement strategy framework, analyses the local portfolio and the mission’s needs (budget/forecast) in order to define an annual procurement actions plan.

  • Monitor the implementation of the procurement activities ensuring compliance with MSF standards, protocols and This includes the following:
  • Manage the supplier selection process according to the priorities set as part of the annual plan and in accordance with the MSF Quality Assurance policies. Liaise with the relevant technical referents to validate the quality of the sourcing by organizing market consultations and tenders, preparing and leading negotiations and formalizing
  • Manage supplier relationships to ensure quality of product and services by implementing KPIs to set expectations and monitor the suppliers’
  • Evaluate overall performance in liaison with the line manager and the Project Supply Responsible for supply issues, and med/log referents for technical issues, and solving dispute with suppliers, if any. Control and maintain the quality of data related to commercial agreements with suppliers.
  • Conduct market assessments and benchmark analysis) in order to define action plans, and report market evolution/change that could influence the procurement
  • Ensure technical support for his area of activity and provide coaching to staff under his/her scope in order to contribute to the development of procurement best practices on all the mission’s projects with the objective to improve the level of expertise of the
  • Maintain regular visits to the mission’s project to support the procurement team upon request.
  • Validating the procurement technicity of the projects in the mission, participating in the project procurement design and development and ensuring that technical aspects and the compliance with the local legislation and practices in the area of expertise (request of quotations, tender process, supplier validation, CBAs, validation table, method of payment and supplier’s registration) are met.
  • Participate in the recruitment process for the project/coordination procurement team upon
